A community mobilisation programme ideally consists of a locally organised and planned community intervention, where individuals, groups and agencies such as pastoral councils representatives, business rep, gaa rep, residents, families, schools, gardai, community groups and non-government organisations can over a prolonged period identify needs, plan, carry out and evaluate activities so as to improve health, safety and other needs within the community.
